Almost No Deviation: Ukraine's Sapsan Is Growing Up Fast, and Cheap

Mykhailo Fedorov spent his last day as Ukraine's defense minister watching a missile fly. On July 14, the day before the government resigned and took his job with it, a domestically built ballistic missile lifted off from a test range and put itself onto its target. In an interview published August 6, Fedorov said it plainly: the missile hit, in his words, almost without any deviation from course.
That sentence deserves more attention than it got. Ukraine has spent nearly two decades trying to field a sovereign ballistic missile. The channel has tracked the Sapsan story since the first combat claims in 2025, and this is the clearest signal yet that the program is not just alive but compounding.
A test on resignation day
Fedorov announced the July 14 test on July 15, hours before handing the ministry to Yevhen Khmara. Militarnyi reported the missile was developed under Ministry of Defense responsibility and was deliberately left unnamed, though analysts broadly assess it as part of the Sapsan family rather than Fire Point's privately developed FP series. Fedorov's own summary: technical specifications were radically revised, accuracy was maximized, and unit cost came down 30 percent.
The timing matters for another reason. In August 2025 Moscow claimed it had destroyed Sapsan production facilities and storage sites, presenting those strikes as the end of the program. A redesigned missile flying a clean test profile eleven months later is a fairly direct answer to that claim.
What the Sapsan actually is
The 1KR1 Sapsan is Ukraine's answer to the Iskander-M: an operational-tactical ballistic missile developed by KB Pivdenne, with production spread across Pivdenmash and the Pavlohrad Chemical Plant, which gives Kyiv its own solid rocket fuel supply. The export variant, Hrim-2, is capped at 280 kilometers. The domestic version is reported at up to 500 kilometers, carrying a warhead in the 480 to 500 kilogram class, roughly double what ATACMS delivers. Reported terminal speeds run around Mach 5.2, about 2,300 meters per second, which compresses a defender's reaction time to almost nothing.

In combat for over a year
RBC-Ukraine dates the first combat use to spring 2025, a strike on a Russian command post at roughly 300 kilometers. President Zelenskyy made it official last December, listing the Neptune, Palianytsia and Flamingo before adding, in his words: and also the Sapsan, I'll be honest, we've begun using it. Serial production was declared in 2025, and in March 2026 the Defense Procurement Agency signed long-term contracts with domestic cruise and ballistic missile makers, with deliveries running into 2027.
Strike the archer, not the arrow
Fedorov's argument in the August 6 Kyiv Post interview is doctrinal. The best weapon against Russia's missile campaign, he said, is to strike the launch site immediately with your own ballistic missile, claiming a 90 percent guarantee of destroying the launch crew. That figure is his, and we cannot verify it. The logic, though, is hard to argue with in August 2026.
As we covered yesterday in The Daily Sitrep, Russia put 28 ballistic and hypersonic missiles into Kyiv's sky on August 5 and Ukraine intercepted none of them, with interceptor deliveries reportedly at a third of last year's levels. When you cannot afford to shoot the arrow, you shoot the archer. A domestic ballistic missile reaching 500 kilometers puts Iskander garrisons, radar sites and launch positions across the border region inside a counter-battery loop that needs no foreign permission slip.

The future belongs to cheap missiles, very cheap missiles, Fedorov added, paired with AI guidance and multiple competing manufacturers. That is the same industrial logic that built Ukraine's drone arsenal, now pointed at ballistic strike.
Why it matters
A 30 percent cost cut on a ballistic missile is not an accounting footnote. It changes how many Ukraine can fire, which targets are worth one, and how fast the inventory grows relative to Russian air defense. It also means the strategic strike arm no longer runs through Washington or Berlin: no ATACMS release politics, no range caveats. And it proves the production base survived a dedicated Russian campaign to kill it, which is a data point about the resilience of Ukraine's distributed defense industry that applies well beyond one missile.
What to watch
Watch for the first confirmed strike attributed to the improved variant, especially anything past the 300 kilometer marks already on the record. Watch whether Russia re-runs its production-strike campaign against Pivdenmash and Pavlohrad, which would confirm Moscow reads this the same way we do. Watch Fire Point's FP-9 solid-fuel testing as a second source coming online. And watch whether counter-launch strikes on Iskander positions harden from a former minister's exit interview into stated doctrine.
